How long is IELTS score valid?

Why are IELTS scores only valid for two years?

USA: 2 Years: More than 3,000 institutions in the USA accept the IELTS certificate.
Canada: 2 Years: You must submit the IELTS test validity for Canadian immigration within a year of submitting your application.
UK: 2 Years: Within six weeks of the results' release, you have the right to request more information and file an appeal if unsatisfied, although the revaluation is costly.
Australia: 3 years: As part of modifications to the GSM visa program, IELTS validity was increased to three years.
