Generally, there are no restrictions on how many times you appear for an IELTS test. You may take the IELTS test as many times as you like and try until you get the desired band score.
You can use the result of the test you prefer provided it has not expired (valid for two years).
Many experts suggest implementing a study plan for at least two months before reappearing.
If you cannot meet your requirements, trying again is perfectly acceptable. It's acceptable to attempt to improve your IELTS score a second or third time after failing to get the desired results the first time.
